Monitoring of process of realization of the project " sel'hozproduktsii " has shown Adjustment of private(individual) microexport, that today Uzbek agroproizvoditeljam to organize trade in the markets of Russia difficultly, but it is possible and even it is necessary, because it is very favourable.
To tell the truth, this remark concerns not to all regions of the Russian Federation. For example, it is not necessary to carry fruit-and-vegetable production of Uzbekistan in the Krasnodar or Stavropol edges(territories). These are southern regions of Russia where it is a lot of the agroproizvoditelej, raising various fruit-and-vegetable production. It is not recommended to go and to the Far East where it is very difficult to sustain a competition with local and Chinese agroproizvoditeljami. It is necessary to remember and transport costs which now, unfortunately, are very great. But also thus monitoring of the project has shown, that it is rather favourable (as well as in the former years) to trade in Moscow if preliminary to have a trustworthy information about a conjuncture of a supply and demand in the food markets of this huge megacity, and also constant trading partners which can meet, place, organize places of sales and provide protection (legal protection). But the most effective region for trade in fruit-and-vegetable production of Uzbekistan is nevertheless Western Siberia that has proved to be true results of trading - fact-finding ("prospecting" trip to Omsk which is the largest city and industrial centre of this Russian region.

it WAS COLD, BUT TRADED...
Strange, but it is not enough who from inhabitants of Tashkent (and the more so private(individual) manufacturers of fruit-and-vegetable production) knows, that from autostation on Kujljuke in city of Omsk regularly, two - three times per one week, the passenger bus - "dal'nobojshchik" leaves. It is useful for knowing that who will decide to make trading trip to Western Siberia, you see a direct passenger railway communication between Tashkent and Omsk, unfortunately, while is not present. We shall notice, however, that once a week from Tashkent to Omsk and back transit through Andizhan the passenger plane That - 154 of National airline " Uzbekiston havo jullari " flies. The air route manages rather dearly: return tickets cost(stand) 310 US dollars, the truth, for citizens of Uzbekistan they are sold for national currency at the current official rate of the Central bank of republic. Norm of free-of-charge conveyance on one ticket - 20 kgs. Over this norm it is necessary to pay extra the sum for each kg of luggage at a rate of one percent from cost of the ticket.
Therefore one of participants of the project who together with norm free-of-charge taken bogazha has paid in addition at the airport for 50 kgs of above permitted standard luggage - the big bag filled with fresh greens has departed to Omsk by the plane together with the author of these lines only. (100 kgs of dried fruits and 50 kgs of the cleared peanut) it(he) has entrusted other part of the trading luggage for delivery to other participant of the project, who has left to Omsk with the luggage (160 kgs of dried fruits, 50 kgs of a peanut and a box with two hundreds carnations), having taken advantage of bus - "dal'nobojshchikom".
For travel to Omsk "dal'nobojshchiki" take 1400 Russian roubles from each passenger (that is about 50 US dollars) and on 300 sumov from each kg of a cargo. Certainly, too dorogovato, but is much cheaper, than by the plane. Besides cost of autotransportation includes services of the forwarding agent "dal'nobojshchika" on customs registration and rastamozhivaniju in Omsk transported cargoes, including passage fitokontrolja. Time in a way from Tashkent to Omsk - approximately two day (a plus - minus pair hours depending on weather and other conditions). Indoubtedly, such trip tires, but in comparison with karavannymi routes of the last centuries which last months, trip to the bus - "dal'nobojshchike" looks quite comfortably.
In day of flying away the thermometer showed in Tashkent of heat of 27 degrees and when have landed in Omsk, the stewardess of us "has pleased", vigorously having informed, that behind a board - 8 degrees of a frost (in same night a frost pokrepchal up to 18 degrees). Sad and excessively long in Omsk there was a procedure of declaring and the customs control on which it is cunning more than two hours. Fitokontrol', however, passes without problems for Omsk is interested in stable deliveries of fruit-and-vegetable production. As trip was beforehand planned our local partners were already prepared for arrival Omsk: there were no problems with transport and habitation.
It is remarkable, that in Omsk the bus - "dal'nobojshchik" from Tashkent stops in territory of " the Omsk supply " - melkooptovogo the food market. At night this market is well protected. And in the afternoon the militia watches(keeps up) the order. Racketeers in the market are not present, but there are secondhand dealers agroproduktsii, and not only local residents, but also "experts" from Uzbekistan what it is not difficult to guess on appearance and, certainly, on language of dialogue. As a whole (if to compare with Soviet from time to time) from Uzbekistan in the Omsk markets it is not enough dealers. They are submitted basically by dealers from Fergana valley which deliver the most part of fresh greens on the same That - 154 flying from Tashkent to Omsk by transit through Andizhan. It is a lot of dealers from Tadjikistan and Kazakhstan.
But especially it is necessary to tell about a numerous contingent of dealers from Northern Caucasus. They bring fruit-and-vegetable production in capacious (up to 40 tons!) autorefrigerators which owners also are. Their advantage before dealers from Uzbekistan consists also that they, dealers from Northern Caucasus, are the Russian citizens released(exempted) from customs procedures. Yes, the competition in the Omsk markets is felt, but any national, social or civil hostility to dealers from Uzbekistan is not observed.
The rent of one trading place (about 3-4 square meters on open air) in middle of present April made on " Omsk a supply " 72 roubles for day, hire of weights - 25 roubles. In other food markets of Omsk the rent approximately on third is lower. The habitation in a private sector (without a feed(meal)) makes 25 roubles per day for one kojku. It is possible, if means allow to remove(take off) a separate apartment, but she(it) will cost time ten more dearly(expensively). At moderate appetites on a feed(meal) per day can suffice and 20 roubles. The majority of dealers does not have opportunity to store(keep) production in market warehouses. Therefore they have one more clause(article) of charges - a payment for a supply and uvoz production from the market which averages 50 roubles per day. Hence, set of trading costs can make approximately 180-200 roubles per day. And now let's count up, how many could earn (in view of costs) my comrades on trip. Each of them has stayed in Omsk three full night and four full days. By my calculations (them carefully to ask on the received incomes it was inconvenient), very cautious, their trip appeared enough profitable.

... Also COULD EARN
The one who has gone to Omsk independently by the bus "dal'nobojshchike", at once after arrival has sold the two hundreds carnations on 9 roubles for a piece to the wholesale buyer, having helped thus 1800 roubles. Kishmish, as he said, it(he) has given on the average on 40 roubles for kg, having received for him(it) 4000 roubles. Dried apricots has sold " on cheap stuff " (her(it) ny the market was much) on 22 roubles of 50 copecks for kg for the sum hardly more than 1300 roubles. The peanut sold on the average on 70 roubles, having helped for 50 kgs approximately 3500 roubles. In whole his(its) proceeds for four trading days have made 10600 roubles. We admit(allow), half of this sum left on repayment of transport and other costs. But also in this case his(its) net profit has made about 200 US dollars for four trading days. Probably, would earn and more if instead of dried apricots would bring more carnations and a peanut.
The second participant of trip on sale of dried fruits (kishmisha and dried apricots) has earned in the Railway market of Omsk about 7000 roubles, for 50 kgs of a peanut - 4000 roubles. But most of all in calculation on kg of brought production it(he) has earned on fresh greens which has sold already on 6000 roubles (for 50 kgs, not considering ten more kgs of tomatoes in hand luggage). His(its) proceeds have made roughly 17000 roubles. All right, and in this case half of sum is written off(copied) on indemnification of costs (it(he) has arrived to Omsk by the plane). But also the net profit has turned out quite good - about 300 dollars.
Frankly speaking, in both cases the most superficial calculations are made. For certain at both agroproizvoditelej the sums of net profit from trade appeared appreciablly above. Obviously sticks out the largest kind costs - transport charges. They for certain can be reduced due to increase of standard items agroproduktsii Uzbekistan to Siberia.
Let's remind, realization of the project " Adjustment of private(individual) microexport sel'hozproduktsii " became possible(probable) due to assistance of Institute the Open Society - Fund of the Assistance working in Tashkent under aegis of Fund Sorosa, and information support of the newspaper " the Business - bulletin of the East ". Trading trips to Moscow and Omsk had "prospecting" character. Therefore in both cases volumes of taken out production were rather insignificant. Monitoring of trips has shown, as at present complex(difficult) customs and other procedures to trade Uzbek agroproduktsiej favourably. The main condition for reduction of commercial risk on such trips - presence of reliable partners in Russia. Certainly, it is gratuitous they to help (to give "roof") will not be. So it and is clear. It is thought, it is better to pay pair - other of interests from the trading profit for the help (a meeting, the organization of transport, cheap habitation, storage of production and trading places) and quietly to sell. It became obvious and in Moscow, and Omsk.
Moreover, has appeared and promptly one more structure of informatsionno-organizational support International system inter-regional markentingovyh the centres develops is. Recently such centre - MMTS "Tashkent - Moscow" - has appeared and in capital of our republic. Through this centre there is a direct and operative communication(connection) with MMTS "Omsk - Moscow". That is now anyone agroproizvoditel', decided to organize trade in the fruit-and-vegetable production in the same Omsk, "Tashkent - Moscow" can address in MMTS and take not only exhaustive and a trustworthy information about the prices, but also to receive necessary organizational services after the arrival to Omsk. In passing we shall note, that the Omsk trading route for Uzbek agroproizvoditelej is much more favourable Moscow.
In my opinion, Uzbek fruit-and-vegetable production is quite competitive in the Moscow food markets. But also a heightened interest to Uzbek agroproduktsii Moscow spoilt with mass deliveries practically from all world, does not show. And in Omsk, on the contrary, offer to increase deliveries from Uzbekistan, having finished them up to thousand tons. Therefore in administrations of city and Omsk area the initiative which has been born during realization of the project, on creation in Omsk for the aestivo-autumnal period of the Uzbek trading - folklore complex "Caravan - shed" and the specialized Russian - Uzbek joint venture which became constant and reliable "roof" for exporters Uzbek agroproduktsii, including private(individual) mikroeksporterov-manufacturers of the fruit-and-vegetable production which has been brought up by their own work was maintained. You see Islam Karimov is absolutely right the chapter of our state, podcherknuvshy " if dehkanin will be rich also the country becomes rich ". Also it is necessary to realize this perspective thesis practical measures on all-round support of export Uzbek agroproduktsii, including at a legislative level. Measures of support should be undertaken already now. It is not necessary to put off that it is possible to make today for " time are money ".

In Omsk operates six large agricultural markets, switching melkooptovyj " the Omsk supply ", on which the prices for many kinds plodooovshchnoj are appreciablly lower than production if to make wholesale purchases (for example, 10 kg of dried apricots, a box of apples etc.). The most expensive(dear) markets of Omsk - Central and Lenin (Railway). The fresh greens (fennel, a parsley, a celery etc.) is sold bunches(beams) in weight of 100 grammes, and in middle of present April she(it) was most running and most profitable production. In a dollar equivalent the greens in Omsk for the specified period of time cost approximately at 12-15 time more dearly(expensively), than in Tashkent. As of April, 12, 2001, in Omsk items(points) of a currency exchange the rate of purchase made 28 roubles of 50 copecks for 1 US dollar, and a rate of sale - 29 roubles of 10 copecks for 1 US dollar (rates are given on the average on city).
